§ 1 How a bill is graded

One method. The same for every bill. Written down before the bill arrives.

I. The full text

The complete statutory text. Not the title. Not the summary. Not the press release.

II. Eight questions

Each criterion is a hard question with published guidance. All eight are asked of every bill.

III. Ninety points

Points are awarded or withheld. Each one is tied to the passage that decided it.

IV. One letter

The total sets the grade by fixed cut points. The bands do not bend for party or sponsor.

§ 3 The criteria

Eight criteria. Ninety points. Frozen.

§ 4 GTIE

The text says what a bill does. It does not say who decides.

A bill moves through committees, votes, money, and lobbies. GTIE, the Gray Temporal Intelligence Engine, will map that network over time. It will name the points where outcomes turn.

Status GTIE is in development. There is no date. That is deliberate.

History is watching.

They will be judged upon their merits.
